Parents’/carers’ views and use of Early Learning and Childcare: Privacy Notice

The Scottish Government has funded the Scottish Centre for Social Research (ScotCen) to carry out this study to understand parents’ and carers’ views and experiences of using ELC.

Why is the data being collected?

The information from this survey will be used by the Scottish Government to understand parents’ and carers’ views and experiences of using early learning and childcare in Scotland. This research is part of a wider evaluation the Scottish Government is undertaking on the impact of the expansion of funded early learning and childcare.

A fully anonymised report of the findings will be published on the Scottish Government’s website.

About this privacy notice

This privacy notice explains how your personal data (e.g. any information that could identify you such as your name or postcode) collected for the purposes of this research are used and handled.

The Scottish Government is the “data controller” for this project. This means that they decide the legal basis for this project and what personal data are collected from you. The legal basis for collecting this information is the performance of a task carried out in the public interest.

The Scottish Centre for Social Research (ScotCen) is the “data processor” for this research, which means that ScotCen will be responsible for collecting information from you through a survey questionnaire and/or from an interview, securely storing it and using it to write a report on behalf of the Scottish Government.

What happens to the information you provide?

ScotCen will use the information collected from the survey and interviews to write a report for the Scottish Government. This report will not contain any information that could reveal your identity.

An anonymised dataset containing the survey responses will be shared with the Scottish Government at the end of the project. This will not contain any personal data i.e. your name or contact details. Only the research team at ScotCen will have access to your personal data. The only exception to this is if a participant discloses that they or someone else is at immediate risk of harm. In this instance, ScotCen will follow their disclosure policy.

The information you provide will be used for research purposes only and is dealt with in accordance with data protection legislation; the Data Protection Act 2018 and the UK General Data Protection Regulation (GDPR).

How long will your information be stored for?

The data collected from the survey and interviews will be stored securely and confidentially by ScotCen under the terms of data protection legislation. The Scottish Government will store the anonymised survey responses for up to 5 years to aid further analysis. The interview recordings and transcripts will be stored for 12 months after the end of the project and then securely destroyed by ScotCen.

Your rights

Taking part in the study is voluntary. You are free to withdraw at any time without consequence, and you do not have to answer any questions you do not want to. Data protection legislation gives rights to individuals in respect of the personal data that organisations hold about them. This includes information collected as part of this research. You have the right to receive information about the purpose of this research and how your data is used. This is covered by this Privacy Notice. You have the right to have inaccurate personal data rectified, or completed if it is incomplete. You have the right to access all information held about you by the Scottish Government. Written or verbal requests will be replied to within one month. As the data processor, ScotCen must tell the Scottish Government of any data requests that you submit to them.
