Evaluation of the Five Family Payments - Privacy Notice

About the project

We would like to understand if and how the Five Family Payments have helped you and your family.

The Scottish Government has funded the Scottish Centre for Social Research (ScotCen) to speak to people who receive one or more of the Five Family Payments and write a report. ScotCen is part of the National Centre for Social Research (NatCen).

The research will involve taking part in a survey and the opportunity to take part in an interview. We will also be carrying out interviews with staff who support low-income families.

About this privacy notice

This privacy notice explains how your personal data (e.g., any information that could identify you such as your name or date of birth) collected for the purposes of this research are used and handled.

The Scottish Government is the “data controller” which means that they decide what personal data is collected from you as part of this research.

The Scottish Centre for Social Research (ScotCen) is the “data processor” for this research, which means that ScotCen will be responsible for collecting information from you through a survey questionnaire and/or from an interview, securely storing it and using it to write a report on behalf of the Scottish Government.

The legal basis for collecting this information is ‘public task’, which means it is being collected to inform the Scottish Government’s understanding of the impact of receiving the Five Family Payments and what can be improved, a task which will support the Scottish Government in improving the benefits in the future.

What happens to the information you provide?

We will use the information collected from the survey and interviews to write a report for the Scottish Government. We will not publish anything that could reveal your identity. Your name and any personal data will be stored securely.

ScotCen will not pass your personal details to anybody without your permission. No information that could make a person identifiable will be passed on to the Scottish Government or Social Security Scotland. Only the research team at ScotCen will have access to your personal data. The only exception to this is if a participant discloses that they or someone else is at immediate risk of harm. In this instance, ScotCen will follow their disclosure policy.

The information you provide will be used for research purposes only and is dealt with in accordance with data protection legislation; the Data Protection Act 2018 and the UK General Data Protection Regulation (GDPR).

How long will your information be stored for?

The data collected from the survey and interviews will be stored securely and confidentially by ScotCen under the terms of data protection legislation. Any data shared with Scottish Government will be anonymised. No one from Scottish Government or Social Security Scotland will know if you decide to take part or not. The interview recordings and transcripts, and any of your personal will be stored for 12 months after the end of the project and then securely destroyed by ScotCen.

Your rights

Taking part in an interview is voluntary. You are free to withdraw at any time without consequence, and you do not have to answer any questions you do not want to. Data protection legislation gives rights to individuals in respect of the personal data that organisations hold about them. Under data protection law, these include the right to:

  • ask us for copies of your personal data.
  • ask us to rectify personal data you think is inaccurate. You also have the right to ask us to complete information you think is incomplete.
  • erase your personal data in certain circumstances.
  • restrict the processing of your personal data in certain circumstances, for example, if doing so is likely to cause or is causing damage or distress.
  • to object to the processing of your personal data in certain circumstances, for example, for direct marketing.
  • ask that we transfer the personal data you gave us to another organisation, or to you, in certain circumstances.

As the data processor, ScotCen must tell the Scottish Government, of any data requests that you submit to them.

Complaints

If you have concerns about how your personal data are being collected or processed, or if you believe we have not complied with your data protection rights, you can contact the Scottish Government’s Data Protection Officer by email at DataProtectionOfficer@gov.scot.
