Evaluation of the Gambling Act Review: Operator Survey

We would like to invite you to take part in an operator survey as part of Natcen’s evaluation of the Gambling Act Review.

About the study

NatCen has been commissioned by the Department for Culture, Media, and Sport (DCMS) and the Gambling Commission (GC) to conduct an evaluation of the Gambling Act Review 2005 (referred to as The Gambling Act Review or GAR). The GAR proposed changes to the regulation of gambling, which includes a change in policies related to online and land-based gambling, and marketing and advertising. The evaluation of the GAR is aiming to understand how these policy changes are being implemented, whether they are being delivered effectively, if they are achieving their intended outcomes, and the impact they have.

What will it involve?

The questions in the survey will focus on evaluating policy measures related to online gambling, land-based gambling, and marketing and advertising. Questions which are included in the survey will aim to build an understanding of the implementation of these policy measures, as well as the outcomes and impact that they have. We will additionally be conducting in-depth interviews with a group of people who complete the survey. If you do participate and consent for us to do so, we may contact you about taking part in these interviews separately.

Why take part?

As part of its evaluation, NatCen is inviting gambling operators to take part in a survey in relation to changes to gambling policies as a result of the GAR. This survey will help NatCen, DCMS and GC monitor and evaluate the outcomes and impacts of the GAR. We want to better understand how effectively the changes are being delivered and if they are achieving their intended outcomes and impacts.

Do I have to take part?

Participation in the survey is voluntary; you do not have to take part if you do not want to. If you agree to participate, you do not have to answer all questions, and you can skip questions should you want to.

Following participation in the survey, you can redact or withdraw your contributions up until the point of data analysis, which will be approximately July 2025 for the first wave. This is because, following this point, contributions will be analysed together and incorporated into further aspects of the evaluation, and it would, therefore, not be possible to separate and define your contributions in order to remove them.

Is this research confidential?

Your responses will be entirely confidential. Responses from the survey will be aggregated with all other responses for analysis, which will be based on trends and statistical patterns. We will not analyse individual answers that you may provide. The data will form part of a picture of evidence evaluating the policy measures, which will be written in a report. We will not identify any individuals or organisations who have taken part in the survey in the outputs.

How do I take part?

If you would like to take part in the survey, you should have already received the link to the survey and an individual access code.

If you would like to take part in follow-up interview, you can consent to be recontacted at the end of the survey and we will be in touch.

You can reach us at GAREvaluation@natcen.ac.uk if you have questions about the study.
