Public Service Transformation Network
Establishing an Evaluation Framework

We were asked to develop a theory of change for the Public Service Transformation Network.
The main objectives of developing a theory of change were to:
- Establish an evaluation framework that would facilitate measurement and assessment of the Network’s activities;
- Explain how the Network expected to influence and challenge local areas and central government to achieve service transformation; and
- Provide a tool to communicate what the Network was trying to achieve.
The findings from this project were for internal use by the Network.
A collaborative consultation process with members of the Network was used to develop the theory of change. This included a review of Network documentation, two consultation workshops, and two analysis meetings.
