Nilufer joined NatCen in 2009 and is an experienced qualitative specialist.

Nilufer’s policy background and interests lie in welfare reform, labour market policies, employment and poverty.

She is currently leading qualitative waves of the Local Authority Insight Survey and the Evaluation of the Lower Tiered Benefit Cap both for the Department for Work and Pensions and research on Employment Tribunal decision-making for Acas.

She is also leading qualitative research into Employment Status and a mixed method study on the Sharing Economy, both for HMRC.

Nilufer recently led the Universal Credit Test and Learn evaluation for DWP, which is an exploratory study on the influence of Universal Credit on labour market behaviour and the qualitative strand of the DWP ESA WRAG pilots evaluation.

Nilufer has experience of a wide range of qualitative methodologies including in-depth interviews, focus groups and deliberative workshops. She teaches the Moderating Focus Groups training course.
